YUSUF ADAMU GAGDI CONGRATULATES MUTFWANG OVER SUPREME COURT VICTORY

Todays’s decision of the Apex court affirming the victory of His Excellency Barr Caleb Mannasah Mutfwang as the validly elected governor of Plateau State in the March 18, 2023 gubernatorial polls in Plateau State has put paid to the legal tussle initiated by my party, the All Progressives Congress (APC) and its candidate, my friend and brother, Dr Nentawe Yilwada, challenging the proprietary of his declaration.

We might differ in our political views and beliefs, but the brotherly cord that binds us as citizens of Plateau State shall never be broken. Our utterances and actions while the struggle lasted might have offended one another, but despite all that, we must strike a balance for the benefit of Plateau people, whom we seek to lead; if our struggles are genuinely anchored on the well being of the populace.

It is on this premise that I wholeheartedly extend my sincerest felicitations to the Governor, His Excellency Barr Caleb Mutfwang, on his victory at the Supreme Court and wish him a prosperous tenure, as he braces up to better the lots of Plateau People who entrusted him with their mandates.

The time for politics is over, let people-centered governance and genuine concerns for the growth and development of our land and citizens take the center stage of our activities henceforth.

Politics without bitterness is what I pray for all elected and appointed representatives of Plateau State in all strata of government.

While enjoining all my supporters and APC faithfuls in the state to accord the PDP administration in Plateau the desired support to lead the state to prosperity, I salute the doggedness of our candidate, Dr Nentawe Yilwada Goshwe, for believing in his vision for the state and pursuing the legal fireworks to a logical conclusion. We remain committed members of the APC in the state and at the national level.

I cannot thank our supporters enough for their steadfastness throughout the struggles. I urge them to take every banter arising from our legal defeat in good faith, because that is what makes politics more interesting.

Once again, Congratulations and God’s guidance as you administer the sacred mandate of Plateau people bestowed on you.

COURT OF APPEAL, GIVES FAIR HEARING, Dr. NENTAWE TELLS SUPREME COURT

The All Progressives Congress (APC), Plateau State gubernatorial candidate, Dr. Nentawe Yilwatda, has urged the Supreme Court, to dismiss Governor Caleb Mutfwang’s averment that the Court of Appeal has denied him fair hearing.

Dr. Nentawe also averred that his contention was about “qualification/sponsorship,” of Gov Mutfwang, and urged the Supreme Court to so hold that the PDP lacked the capacity to sponsor any candidate to contest the 2023 general election.

Dr. Yilwatda made the urge in his response to the grounds of appeal by Mutfwang, billed for adoption before the Supreme Court, Tuesday.

The Court of Appeal, Abuja division had in November, 2023, sacked Governor Caleb Mutfwang, on ground of non qualification to contest the March 2023, general election, it also declared Dr. Nantawe Yilwatda Goshwe, as the valid winner of the election.

However, dissatisfied with the Court of Appeal judgement, Mutfwang filed appeal before the Supreme Court.

In his response to Mutfwang’s averment, the APC candidate, Yilwatda, through his six-man SANs, lead by Prof. Kayode Olatoke SAN, said the Court of Appeal, has discharged it’s duties, where it held that it had, “…very carefully considered the processes filed for and against the objection and motion by the parties and carefully read their submissions,” before arriving at its judgement.

“Submit that the above finding is clear and succinct enough to know that the lower court considered the processes and the arguments of the parties before reaching the inevitable conclusion dismissing the objections.

“Submit that the issue of denial or violation of the Appellant’s right to fair hearing does not arise,” Nentawe averred.

He reminded the Apex court, on it’s various decisions by their lordships: Chukuma-Eneh, JSC and Per Nweze, JSC, on fair hearing, respectively.

Dr. Nentawe further told the Apex court, that it’s different judgements, had ruled that the issue of, “qualification of a candidate is both pre-election and post election matter which both the high courts and the relevant election tribunals have jurisdiction to hear and determine.”

“My lords, it must be carefully noted that the provision of section 134 (1) (a) and (3) of the Electoral Act, 2022 is im pari materia with the provisions of section 138 (1)(a) of Electoral Act, 2010 (as amended) which was construed in the above cited judicial authorities.

“The lower court cannot therefore be faulted in concluding that the Honourable Tribunal has the requisite jurisdiction to determine the ground that the Appellant was at the time of the Election not qualified to contest the Election given the fact that he was not sponsored by any political party in breach of section 177 (c) of the Constitution of the Federal Republic of Nigeria, 1999 (as amended).

“It is our humble contention that Appellant totally missed the point in arguing this issue. The petition was properly constituted and the tribunal was statutorily and constitutionally imbued with jurisdiction to entertain the claim grounded on non qualification. Allegation that 4 Respondent did not comply with the mandatory provisions of section 177 (c) of the constitution to sponsor a candidate by reason of flagrant non-compliance with valid court order was well made and sustained in the entire circumstance of this appeal.

“This has laid the 4 Respondent bare without a valid structure of the party in place in accordance with the provisions of section 223(1) (a) and (2)(a) of the Constitution…,” Nentawe averred.

He further urged that Supreme Court, not allow the appeal, in other not to set a precedence of violating court orders, Nentawe also urged the apex court to resolve all issues in his favour, and to uphold the judgement of the law court, that declared him valid winner of Governorship Election in Plateau State.

One of the major hindrances to finding lasting solutions to the periodical onslaughts on communities in Plateau State, is sycophancy meted to government whose carelessness in most cases is responsible for the attacks, instead of pointing out their flaws.

It was preposterous for the Speaker, Plateau State House Assembly, Rt. Hon. Gabriel Dawan, to address a press conference commending Governor Caleb Mutfwang whose short stay in power shows weakness towards insecurity in the state, of dousing further tension bred by avoidable attacks.

Chapter 2 Section 14 (1) b of the 1999 Constitution of Federal Republic as amended states, “The security and welfare of the people shall be the primary purpose of government.”

Going by this section, there is no project or agenda of a sitting government that should supercede the security and welfare of the citizens including going overseas to seek investors, construction of roads, bridges and other infrastructures. Proper attention must be given to security as is done in United States of America, USA, where defence budget is the biggest.

Mutfwang has inherited crises ridden state, and was fortunate to have enough facts on ground on the nature and scope of the crises.

The Crises that Joshua Dariye administration went through and the state of emergency imposed, the security challenges the state went through under Jonah Jang administration in which he established the security outfit Operation Rainbow but to no avail.

Under the Jang administrations, then President, Good Ebele Jonathan in 2012, slammed state of emergency on four local government areas in the Northern Zone, but could not end the onslaughts.
Simon Lalong administration established Peace Building Agency, Inter-Religious Council, Peace Watch Tower, Forgiveness Day, and Air Force Base in Kerang. He also enacted Anti-Land Grabbing and Anti-Kidnapping Laws, and pushed for the creation of Mobile Police Barracks in Gashish all in the attempt to find lasting peace but to no avail.

These were supposed to have educated Mutfwang on the dire security situation of the state and make him to adapt extra-ordinary measures above his prefecessors’ to enable him attain to his constitutional responsibility of securing lives and properties of Plateau citizens, but he failed to because he either refused to learn from history, or was bedeviled by bankruptcy of leadership finesse or was nonchalant towards achieving his paramount goal as Chief executive of Plateau, only himself can tell. However, what happened to him, tallies with a former UK Prime Minister, Winston Churchill assertion which says, “Those that fail to learn from history are doomed to repeat it.”

The insecurity situation that needed to be uprooted and dealt with, was enough to have perpetually kept Mutfwang in the state, and hamstrung his restless feet from frequent transits as the Tuaregs or Red Bororo.

In his early days in office, about six months ago when some communities in Mangu LGA came under attack, Mutfwang visited the Chief of Army Staff, General Taoreed Lagbaja who gave him professional advice of bringing the elders and stakeholders of the state together to find lasting peace. But Mutfwang turned it down and made a ridiculous statement after his victory at the Tribunal saying they will deal decisively with Azalumai (oppressors) and munafukai (hypocrites). And also that after God is Government.

No serious governor that is ready to tackle the scope and magnitude of Plateau’s kind of insecurity will make such assertions, because whoever is next to God doesn’t need the help of men. After God is Government according him, but where is the power then to have enforced peace in the state?

It was after the Christmas Eve attack that Mutfwang started harping on unity, which was even questionable because of the booing meted to Lalong on Wednesday in Bokkos after he called him to the podium. The boo was questionable and allegedly a set up as qualified by pundits, because Lalong wasn’t the governor. He wasn’t the senator representing Plateau Central. He is from the Southern Zone and not the central zone. He wasn’t the Chief of Army Staff or the Chief of Defence staff and he didn’t lead the attack on the communities. His presidential candidate did not win Bokkos. Why was he then booed by the Peoples Democratic Party, PDP, apologists? The APC wouldn’t have done that because it is his party and he is their leader.

If it was not political why was Chief Joshua Dariye not booed? He was a governor and a senator of the Central Zone who should have adequately placed security measures of ground to secure Bokkos his local government when he was in power.
What cogent reason was there that Lalong was booed?

A Governor who knows his onions on security and is serious with it, will rely mostly on political means to curb insecurity because the Military has openly stated that they can only provide 30% of the security, while good governance 70%. The Chief of Defence Staff, General Christopher Musa said, “We have realised that the magic wand to address insecurity is good governance.

Anywhere you have good governance, insecurity goes down. The security forces can only produce 30 percent. We can only produce an enabling environment.”

Then President, Muhammadu Buhari, said, “Security is not just Military concern but a challenge for all Nigerians. No matter the amount of money invested in Military operations, without the support of the people and for everyone to be ready to take ownership of securing our environment success will be limited.”

General Musa also confirms this when he said, “If you see something, say something, so that together we will succeed in the war against insecurity. Fighting insecurity is not the responsibility of the military alone.”

If the Military clearly stated that they need the support of the civilians to succeed in dealing with insecurity, but a civilian governor is solely depending on the Military and the Police to enthrone security without bringing the people together shows he doesn’t know what leadership is all about and how to win the peace. Reverend Jesse Jackson said, “Leadership has a harder job to do than choose sides, it must bring sides together.”
If Mutfwang was serious in dealing with insecurity, he will not be frequently on transit.

I can’t tell whether since his assumption of office he spent three weeks in the state without traveling out.

He was supposed to engage the House of Assembly in enacting laws that will enhance security and not to allow them to enjoy recess spree to nobody’s good. Dr. Nnamdi Azikiwe said, “A welfare state protects and promotes the social and economic well-being of the inhabitants through systems of law and institutions.”

Since he came on board as governor, Mutfwang relegated the Peace Building Agency and sent it into comatose.

The Agency has vital roles to play in peace building since security is build up and not imposed.
The aim of the Peace Building Agency was to promote and strengthen the ideals of sustainable peace through research, coordination, dialogue and collaborative partnership with a wide range of stake holders.

If Mutfwang was serious and has empathy in his heart, he wouldn’t have given a dime out of the five hundred million naira brought to the state by the First Lady, Remi Tinubu, for the Internally Displaced Persons, IDPs, to anyone outside the refugees. But enlisting non-refugees as beneficiaries was a serious issue of non-concerned.

Finally, Mutfwang was not supposed to pay Christmas homage to the President when some communities in the state came under attack and over 155 people lost their lives as Prophet Elijah Ayodele told him.

If Mutfwang was serious with security matters, he would have been preoccupied in making access roads to areas prone to attacks to enable the security operatives respond to distress calls on time, and not mounting asphalt on existing roads as refurbishment in the city.

He would have strengthen the vigilantes and hunters with enough equipment using the millions of naira spent on estacodes for early warning signs of eventual attacks to help the military stem grave and profuse casualties or avert all forms of onslaughts.

Mutfwang would have been preoccupied with the purchase of surveillance cameras and drones mounted and stationed at flash points.

He would have consistently engaged the Fulani and host communities in dialogue to find lasting solutions. But he did non of the aforementioned security blueprint.

If he had don’t that, he would have averted the attacks. A former Commander, Operation Safe Haven in Plateau, retired Major General Augustine Agundu said in an interview with Vanguard 31st December, 2023, “During my assignment in Plateau State, I discovered that there is a total disconnect between the rural area and the urban.”

The retired general further stated that the people in Plateau are easy going if you work on their psyche. He said, “If you work on the psyche of the people they will follow you.” He said it was through this method that he was able to achieve some feats in the state.

Now, if the general who was not born and bred on the Plateau will understand that there is a disconnection between the Urban and rural areas, why didn’t a sitting governor know and work towards connecting the rural and urban?

He was right too on the issue of easy going, because that was what the Taroh nation and the Fulani did that brought an end to their conflict.

A person who has the ability to stem attacks but did not use it well, should not be commended after the damage was done.

Mutfwang doesn’t deserve any commendation on security because he did nothing that deserves it.

Senator representing Plateau South Senatorial District and former Governor of Plateau State Simon Bako Lalong has called for the creation of the North Central Development Commission to fast track the rebuilding of homes and economic activities of people of the region which has been under relentless attacks by criminals and bandits.

Lalong speaking on the floor of the Senate on the motion of urgent public importance moved by Senator Diket Plang (Plateau Central) on the Christmas eve attacks that left close to 200 people dead in Bokkos, Barkin Ladi and Mangu Local Government Areas of Plateau State, said unless the Government moves fast to stop the carnage and rebuild the lives and economy of the region, poverty and more insecurity will prevail.

According to him, those who were displaced in previous attacks have not been returned to their places because of the enormity of devastation wrecked on their lands.

“I kept on hammering, just like we created the North East Development Commission and we are about creating the South East Development Commission, we must look at the creation of the North Central Development Commission to address the damage done to the region by various forms of insecurity. That is the only way out because a displaced person for 10 years will definitely be angry. There are people who have been displaced since 2001 and yet to return to their lands. We must do something to ensure they are resettled”.

He decried the response of the security agencies to the distress calls during the recent barbaric killings in Bokkos, Barkin Ladi and Mangu, describing as disappointing the excuse that terrain and distance was a hindrance.

The former Governor said Operation Rainbow which has operated in the State for a long time has troops stationed across the Local Governments Areas particularly those areas which are considered flashpoints.

He questioned the non use of operational assets such as drones, helicopters and even military formations such as the Airforce Search and Rescue centre in Kerang which did not do much even during the last attacks in villages of Mangu, not far from the base.

Apart from dealing with the criminals, the former Labour and Employment Minister said the non-kinetic approach should be also be considered along with military operations whereby peace building is encouraged and disputes are addressed before they get out of hand.

He recommended that the traditional institution should be given constitutional roles in the constitution because they play a major role in addressing issues within the local environment particularly where force or military action is not needed at the particular period.

Senator Lalong promised to re-present the bill on role of traditional rulers which he championed as Chairman Northern Governors Forum, but it failed to be passed by the last Senate.

While concuring with the summon of security Chiefs to address the Senate on the attacks, Senator Lalong thanked the Senate President Godswill Akpabio and his colleagues for their empathy and response to the condemnable attacks.

15 Members elect of the Plateau State House of Assembly have condemned in strong terms the massacre in Bokkos and Barkin Ladi Local Government Areas, where close to two hundred lives were lost and property worth millions of naira destroyed, describing the carnage as callous, barbaric and reprehensible.

In a statement in Jos, the caucus , noted that the incessant attacks on those communities is a source of serious concern and urged the three tiers of government to come out with a workable template that will bring an end to the needless bloodbath.

The statement which appealed for more proactive measures on the part of the security agencies , called for genuine efforts in the areas of intelligence gathering in order to stem the tide as the existing methods have become outdated and not yielding the desired results.

The lawmakers tasked the security agencies to go after the killers of the innocent and defenceless people and bring them to justice, so as to serve as a deterrent to others.

They appealed to his excellency Governor Mutfwang to sermon the courage to implement previous reports of Inquiry which indicted some individuals in the crisis on the Plateau , this will discourage others who collaborate with these undesirable elements to perpetrate this heinous crime and other criminalities.

The lawmakers commiserated with the government and people of Plateau State over the great loss and urged the three tiers of governments to provide relief materials to the survivors in order to give them succour.

While commending President Bola Ahmed Tinubu for dispatching the Vice President, Kashim Shettima, the National Security Advisor, Nuhu Ribadu and service chiefs, implore him not to rest on his oars until the killers are brought to justice.

The members elect also showered accolades on the National Assembly caucas of the APC, including the immediate past governor of the state , Senator Simon Lalong , Senator Diket Plang , Idris Wase, Yusuf Gagdi, John Dafaan and David Lalu and other National Assembly members for their show of love and concern over barbaric act.

The statement equally appealed to public spirit individuals and organisations to come to the aid of the Internally Displaced Persons with relief materials in other to cushion the effects of their sufferings.

On their part, the members elect pledged to continue to enact laws that will ensure the peace and development of the state and will assist the executive arm of promote coexistence.

In a Press Release issued in Jos after an emergency meeting today,the group said it’s no longer news that the famous cleric Sheikh Sani Yahaha Jingir,the leader of Izala sect in Nigeria made a pronouncement recently about him supporting the candidature of Hon Muhammad Gwanni aka Dan London who is presently the member representing Jos North/Bassa Federal Constituency at the National Assembly.
A lot of waters had gone the wrong path and it’s important for the general public to know some of the reasons why the cleric made such an uncalculated speech, according to the cleric,his reasons for the endorsement of HON MUHAMMAD GWANNI of PRP is that,he has on record that Ibrahim Baba Hassan doesn’t pay much attention on the Muslim Community in Jos North Bassa Federal Constituency rather he has been concentrating on the Christian Community which is a threat to Islam and Muslim in Jos North Bassa Federal Constituency.
That his recent donations in Churches and his various assistance rendered to orphans and widows within the Christian Community is alarming, that Sheikh Sani Yahaha Jingir also notice that Hon Ibrahim Baba Hassan secured permanent and pensionable appointments to Christians more than Muslims in Jos North Bassa Federal Constituency hence the endorsement of HON MUHAMMAD GWANNI.
According to our findings,we have it on good records that Sheikh Sani Yahaha Jingir said,if Babs is given a higher responsibility,he might do more to Christians than Muslims.
It’s also a known fact that political appointees or elected officials make regular donations to religious organizations. Why is Baba Hassan’s Case different?, Does it mean that the Sheikh is calling for support to just one single side or religion,When humanity should come first rather than religion?

Member representing Pankshin/Kanke/Kanam, Rt Hon Yusuf Adamu Gagdi on his re-election tour of 36 Federal Wards February 11, 2023 got the support he deserves from the constituents.

Meeting party supporters at each Federal Ward headquarters, Gagdi was emphatic, like many: Another term is needed to build on what was started in 2019.

In the words of Rt Hon Yusuf Adamu Gagdi, God often lifts a man or woman from amongst the least of the society to bring them honour.

The fanfare in the visit may not be lost in the motorcade, and machine displays by some overzealous youth, but in the manner which women, children, and youth stood in the blazing heat to welcome the entourage became a signpost of the support they have to offer to their people-centered representative.

Speakers which included youth, women, elders, legislative and party leaders, and candidates for House of Assembly at Ampang East, Langshi, Dok-pai, Amper-Seri, Amper B, Gumshar, Gwamlar, Namaran culminating at Kunkyam eulogized Gagdi for standing to be counted.

Rt Hon Yusuf Adamu Gagdi has, in the last four years always identified with the people; playing pivotal roles in their activities. During the visit to Amper- Seri Ward, he attended Kurum Day where he donated 500 thousand naira to the people.

GOVERNOR LALONG GRANTS 4 MONTHS EXTENSION TO PLATEAU STATE HEAD OF SERVICE ENGR. SUNDAY HYAT

Plateau State Governor Simon Bako Lalong has granted a 4 months extension of service for the Head of Service Engr. Sunday Hyat, mni, who recently retired after attaining the age of 60.

In a communication released by the Secretary to the Government of the State Prof. Danladi Abok Atu, the extention was approved by the Governor to enable the head of service conclude some sensitive labour and ad-hoc responsibilities he is currently handling.

The extension which is from February to May 2023 will be on contract basis.

While congratulating him, the Governor hopes he will continue to put in his best for the total reformation of the civil service in order to allow his Rescue Administration hand over a virile, motivated and capacitated civil service.

He asks the civil service bureaucracy to continue to give him support and cooperation during the period of the extension.

A few weeks before the 2023 Presidential and National Assembly elections, when politicians have returned to their trenches canvassing votes for their various aspirations, the member representing PKK, Rt Hon Yusuf Adamu Gagdi is not only engaging his constituents daily but is still holed up in the FCT pressing the right buttons to attract more development for his constituency.

Gagdi, a people-centered representative, who would go cap in hand to lobby for good things for his people, was between Monday 6th, and Tuesday, February 7, 2023, engrossed in a series of meetings in the Presidency where he brainstormed with the Vice President Yemi Osibanjo and the Chief of Staff to President Buhari, Prof Ibrahim A. Gambari on the viability of establishing the proposed Federal College of Education, Dengi, whose bill has been passed into law by the National Assembly; awaiting Presidential assent, alongside the Federal Polytechnic Nyak- Shendam establishment bill.

Gagdi, who has maintained a cordial relationship with the who’s who in the Presidency throughout his political sojourn in the National Assembly as the member representing PKK from 2019, has utilized such connections that have crystalized in the plethora of constituency development projects permeating the nooks and crannies of PKK.

He is even more determined to ensure all the projects and programs he has outlined to achieve for his constituency in his four years in office come to fruition within the set time, hence the last-minute lobbying, despite the fact that electioneering activities have taken center stage in the nation’s political affairs.

This explains why the member representing PKK was unavoidably absent at the 2023 Forgiveness Day Celebration in Plateau State on Tuesday, February 7, 2023. The lawmaker, however, calls on his supporters and political well-wishers to avail themselves at the Campaign Flag off of the APC gubernatorial candidate, Dr. Nentawe Yilwatda, billed for Wednesday, February 8, 2023, in Wase LGA as he will defy all odds to be personally present at the event.

There is no gainsaying that Gagdi is PKK’s best bet to continue to attract more development to the constituency beyond 2023, and such a decision has gone down well with the electorate of the Constituency given their overwhelming support for the Vote Gagdi Again (VOGA) Movement.
